Wonderful photos, but not of a rough-legged. If it was, it would look very "brown and white". This bird clearly has rufous. Seeing that is has almost indistinct carpal patches (the black hand) and looks small (from the photos anyway), I would say a common buzzard of the Steppe variety, currently migrating.
